Public Hearing

Chairman Wright opened the public hearing for an application by East River Acres, LLC, for subdivision approval to subdivide an approximately 6 acre lot on McDonald Road and a 2.4 acre lot on O’Shea Road out of a large parcel, tax map no. 67.00-14-01.000.

Zachary Young stated he would like to subdivide 6 acres out of a larger parcel. There is currently a house on this 6 acre parcel and he received a purchase offer on the house. Mr. Young provided the board members with maps to review.

With no questions or comments from the public the public hearing was closed.

Regular Meeting

Member McMahon stated he feels there is adequate road frontage and acreage for the subdivision. He requested that the Chairman review the questions on the short environmental assessment form.

Chairman Wright asked if the health department would object to the acreage being split between both sides of the road. Mr. Young stated that he spoke to Mike Ryan at the health department and he stated that there would not be a problem with their department but it would more than likely not be permitted with new construction.

Chairman Wright read all of the questions on the short environmental assessment form and all questions were answered no.

Member McMahon made the motion to declare minor subdivision and approve the subdivision contingent the County has no objections. Member Gray seconded the motion. With members in favor saying “aye”, none opposed and Member Young abstained. The motion was carried 4,0,1.

Attorney Snyder asked Mr. Young if he would be presenting final maps with the well location noted and Mr. Young stated the well location would be noted on the maps.

The applicant will submit $200 to the Homer Town Clerk for a $50 application fee, $50 public hearing fee and $50 for each lot.

Chairman Wright presented application by East River Acres, LLC for another subdivision.

Member Gray made the motion to send the application to the County for review and schedule a public hearing for January 25, 2017 at 7:00pm. Member McMahon seconded the motion. With members in favor saying “aye”, none opposed and Member Young abstained. The motion was carried 4,0,1.

Chairman Wright opened discussion for the solar energy proposed local law. Attorney Snyder presented a few minor edits and changes to be made.

Member Crandall became present at the meeting.

Member McMahon made the motion to recommend the proposed solar energy local law to the Homer Town Board. Member Young seconded the motion. With all members in favor saying “aye”, none opposed and none abstained. The motion was carried 6,0,0.

The meeting was adjourned at 8:00pm.
