The year end meeting of the Town Board of the Town of Homer held in the board room of the Town Hall building on Monday, December 30, 2013, was called to order by Supervisor Frederick J. Forbes at 12:10 p.m.

PLEDGE OF ALLEGIANCE
The minutes of the December 4th, 2013, meeting were approved as presented, on motion by Councilman Warren, seconded by Councilman Weddle and carried unanimously.
Presented for audit by the Board were:
- The Dog Control Officer’s report of all activities for November.
- The Code Enforcement Officer’s report of building permits issued in December.
BILLS TO BE PAID
Highway bills were approved as audited on motion by Councilman Young seconded by Councilman Weddle and carried unanimously: RESOLVED: that Highway vouchers #210 through #227 totaling $22,658.16 be approved for payment.
General bills were approved as audited on motion by Councilman Warren, seconded by Councilman Young and carried unanimously: RESOLVED: that General vouchers #281 through #321 totaling $10,251.59 be approved for payment.
Assessor contract – On motion by Supervisor Forbes, seconded by Councilman Young and carried unanimously: RESOLVED: that the Supervisor be authorized to sign the Assessment Services Agreement with David W. Briggs for the period from October 1, 2013, to September 30, 2019, for the sum of $30,000 annually.
Dog Control Officer contract – On motion by Supervisor Forbes, seconded by Councilman Weddle and carried unanimously: RESOLVED: that the Supervisor be authorized to sign the 2014 Dog Control & Shelter Agreement, designating Lindsay M. Andersen as the Dog Control Officer and Country Acres Pet Services as the Town of Homer Dog Shelter.
Deputy Code Enforcement Officer contract – On motion by Supervisor Forbes, seconded by Councilman Warren and carried unanimously: RESOLVED: that the Supervisor be authorized to sign the Town of Homer Code Enforcement Agreement with Kevin McMahon as the Deputy Code Enforcement Officer and Building Permit Inspector.
ATTORNEY FOR THE TOWN
Attorney Patrick Snyder corrected a statement he had made at a previous meeting involving the Town of Homer not being an involved agency for the proposed County Landfill project. He said that due to the Town’s Road Protection Law it is possible that the Town would have jurisdiction. However, since the Town did not respond during the 30-day time period,the County remains as lead agency.
TOWN JUSTICE RETIREMENT
On behalf of the Town Board, Supervisor Forbes thanked Justice Gary Shiffer for eight years of excellent service as Town Justice. Forbes said that he had done a wonderful job, representing the Town very well, and thanked him for his service.
Justice Shiffer said that the Town Board and Town staff had been very cooperative and thanked them for all of their support. He said that he had enjoyed working with the public and the County legal staff. He had invited the newly-elected Town Justice William Foley and his wife Eileen Foley, who will be serving as his Court Clerk for the time being, to attend the meeting. Justice-elect Foley said that they were looking forward to the challenge and to working with the Town Board.
The newly-elected Town Officials were sworn in by Town Clerk Jebbett as follows:
Town Councilmen, Barry E. Warren and Kevin M. Williams – 4-year term
Town Highway Superintendent, John R. Phelps – 4-year term Town Justice, William J. Foley – 4-year term
